Is CART's situation similar to IRL at Charlotte?

What happen when the race was stopped at Charlotte when the fans were
killed?

Were tickets refunded? Travel expenses?

The big difference there was that Humpy Wheeler was the one that
    stopped the race.

Too bad Eddie Gossage doesn’t have the same level of intellect.

I just found an old article on this and it stated that Bruton Smith allowed
fans to mail in their ticket stubs for a refund.

I would like to correct my post and say that it was Humpy Wheeler and not
Bruton Smith that made the decision to allow fans to get a refund.

All ticket money was refunded.  Wheeler said it would be refunded in
    his announcement cancelling the race.

The refund setup allowed fans to specify that the money go into a fund
for the families of the dead and injured.  My understanding is that a
lot of fans went for that when they turned in their stubs.

The track refunded the franchise fee to IRL.  IRL divided it among the
    teams to cover their expenses.

The Charlotte situation was different.  People died.  Everyone in the
place knew that fans had either died or were seriously injured.

Wheeler’s announcement that the race would be cancelled was met with
    applause.
